Between 2011-12 and 2022-23, inequality has declined in both rural and urban India, according to the National Sample Survey Office (NSSO). The last HCE report was released in 2011-12. After more than a decade, this report provides detailed information about consumption expenditure.
A survey and report was prepared in 2017-18 but the government scrapped it after it suggested a decline in average spending between 2011-12 and 2017-18. The report said that the latest survey was delayed due to Corona.
According to the report Kerala is the richest state in rural areas, Kerala has a relatively high per capita consumption expenditure of Rs 5,924 per month. Below that, Telangana ranks as the richest state in urban areas, Telangana has a per capita consumption expenditure of Rs 8,158 per month. Maharashtra’s monthly rural consumption expenditure is 4,010, while urban consumption expenditure is 6,657.
The report also revealed that the top 10% of households in rural and urban households account for only 22.7% and 25.7% of the total consumption expenditure in the country and this share has actually declined compared to 2011-12. Rural and urban areas accounted for 24.6% and 29.7% respectively in 2011-12.

The share of the bottom 50% households in total consumption is 31.8% and 28.6%. This has also increased as compared to 2011-12. The share of the bottom 50% was 30.9% and 25.9% for rural and urban areas in 2011–12. According to statistics, inequality is lower in rural areas than in urban areas.

NSSO’s HCE report is important to understand the dynamics of India’s economy. The survey report of 2017-18 was canceled by the government. The consumption expenditure share of the top 10% of households in the country has decreased, while the consumption expenditure of the bottom 50% has increased. The report said that inequality has reduced in rural areas compared to urban areas.
