EVM Controversy
The dispute over the result in the North-West Lok Sabha constituency in Mumbai is still not resolved. In this constituency, there was a close fight. After two recounts, Shiv Sena candidate Ravindra Waikar was declared the winner by 48 votes. In this regard, his rival Shiv Sena Uddhav Balasaheb Thackeray party candidate Amol Kirtikar has expressed the possibility that something went wrong. Therefore, the discussion of this matter has started again.
In this background, answers to various questions given by a former official of the Central Election Commission regarding the vote counting process.
1. Question: Can mobile be connected to EVM machine?
Answer: No. The EVM machine cannot be connected by any means like mobile, internet or wireless.
2. Can EVM password or OTP be retrieved on mobile?
– No. How mobile cannot be linked to EVM machine. Or no password can be taken on mobile to open EVM machine.
3. Can the mobile be taken inside the center during the counting of votes?
– No. Because the purpose behind it is that no wrong message should go out from the counting center by the candidate or his representative, no dispute should arise from it. If a mobile phone is found in a polling station, action will be taken against the concerned. Election Commission has such rules.
4. What is the method of counting of votes or how is it done?
– The method of counting votes is very transparent. When the counting of votes begins, first the EVM machine is brought to the table along with a form called ’17C’ in a sealed envelope. On which day the voting was done on that form. There is complete information about how many votes were cast on it. A copy of it is given to the agents appointed by the candidates of the political parties on the polling day itself.
It is first checked whether the copy from the agent matches the information in the ’17C’ form accompanying the machine. Also both copy and machine information is ensured. After that the number of both EVM machine and Vivipat is verified by matching. After that confirmation, the back seal of the machine and the agent’s signature on it are checked in front of everyone.

After that is confirmed, permission is sought from the agent to count the votes. After they give their permission, the seal at the back of the machine is removed and the result button is pressed. After pressing that, the statistics of which candidate got how many votes and total votes are revealed.
It is again checked whether that figure matches with the figure on Form ’17C’. Only after it is clear that there is no discrepancy, the next machine is taken for counting. This is how the counting process is done.
